You can get all the content of CS Library along with the 'IEEE Magazine' I posted erlier by creating a personal account there.
Here is how to get it done:
Go to
http://www.portalvn.com/E-book/cslib/default.asp
and create an account there. It is free, but the page is in russian.
click on 'Dang ky'
The registration form comes, here it is
-T瘽 truy nhap cua ban = your email
Mat khau = password
Nhac lai mat khau = re-type password
-Th獼g tin cnh滱 = personal info
Ho vt瘽 = first and last name
Linh vuc hoat dong= interests
Noi ban dang song= country
after entering all details, click on click on "Dang ky " button.
Now you can access the entire library.
